The cap was made by saeva, for the stargate_still challenge.
I took it, sharpened once and cropped.
So, the base for the icon was

Layer->New Adjustment Layer->Brightness/Contrast (increased contrast to 14) set to Screen, opacity 100% =>

New Fill Layer->Solid Color: #013460 set to Exclusion, opacity 66% =>

Layer->New Adjustment Layer->Hue/Saturation set to Soft Light opacity 100% =>

New Fill Layer->Solid Color: #A5D2F8 set to Color Burn opacity 81% =>

New Fill Layer->Solid Color: #B1F1B4 set to Color Burn opacity 90% =>

Picked a shade of blue from the jacket, #033956 and using a brush from josie_ro, I got the final picture:

At this point, I usually sharpen my image. If the image I get from applying the sharpen filter is too strong, I use the sharpen tool, set to 15 - 20%

After the initial cropping and sharpening, I duplicated the background layer twice.
The first of the copies set to Soft Light, opacity 100% =>

and the second to Screen, opacity 100% =>

New Fill Layer->Solid Color: #AFFDCE set to Color Burn, opacity 70% =>

Both of them were written for Photoshop CS, but I think they can be translated to other programs.
