Oh God I started watching Toward the Terra and Soldier Blue opened his mouth and his voice sounded really familiar so I was all "LEMME SEE HOW LONG IT TAKES FOR ME TO RECOGNIZE HIM."

AND THEN HE TALKED MORE IN THE SECOND HALF OF THE EPISODE AND I WAS ALL "OH GOD WHY I AM HEARING GINTOKI."

AND IT'S HIM AND NOW I CAN'T UNHEAR IT AND NOW ALL I SEE

They's both characters from Gintama. The one that is voiced by the same VA as Solider Blue is the kind of person that goes into passionate speeches about stuff like how the seeds in watermelon (and having to spit them out) makes eating it extra tasty:
