Niko has been looking for Fingon ever since his encounter with Curufin - and when he didn't find him inside, he opted to take a walk to the cliffs. He knows his friend well enough to suspect that his reckless behavior can't be cured by one or two meditation sessions.

So he'll be found leaning against a tree, arms crossed, looking at Fingon calmly.
