The Wiki says Kurata hated digimon because he and some other people were terrorized by a SaberLeomon the first time they went to the Digital World. And that he was able to control Belphemon (for a while, at least).

That is true, but it just struck me as being kind of inconsistent, I guess you could say. I never really saw a connection between "Destroy all digimon" and "I want to rule both worlds".

I could totally get Kurata's fear of digimon and destroying them because of that (not that I'd agree with it), but suddenly changing his mind to ruling over digimon just didn't make sense, since to me, destruction is worse.

This way he can terrorize them and their powers belong to him? Conquering his fear? Megalomaniac stuff?
