That's a very ... belligerent stance you've taken there. Aren't you assuming the worst? Having worked on very similar secret military projects I would think it's far more likely they're trying to make the best of a very unusual situation. If they truly didn't care about us, they could throw us in cages to be experiments, or just execute us straight off. It must be taking a lot of resources to maintain this base, and trust me, the US Military doesn't spend resources unless they really have to.

If I understand your universe correctly, your version of the US Military's idea of making the best of the situation and using resources wisely involves endangering the entire planet through an illegal war without the knowledge or consent of the American public.
