I recently got Windows 8 without looking into it completely (stupid stupid me) and I would definitely recommend Windows 7. EVERYTHING is like pulling teeth on it especially trying to install old programs. Sims Medieval (which you didn't ask about) won't work at all. So far I have gotten all my Sims game to work but installing the was horrible.
Overall, I really like Windows 8 and it has a lot of potential but I wish I had waited until all the bugs were worked out.
I think sims 2 runs very well on Windows 7, I have never had a serious problem. The only thing to note is if you like to play with clean neighborhoods, you need to delete the automatic backup files that windows makes.

I have heard that most people have issues with sims 2 on windows 8, and don't have much better luck with sims 3.
