Plain but nice skirt or slacks, plain but nice button-down shirt, and either polished boots or my "crap, I guess I need presentable shoes that aren't boots" shoes depending on how I feel, all in totally unremarkable colors (grey, blue, etc.). Not saying it's right for this couple--it just works for all but the fanciest weddings, in my experience, because it doesn't stick out as fancy but also doesn't look too underdressed if I misjudged in that direction. I also wear this to teach and to conferences (which are not very dressy in my field), though sometimes the shirt gets traded for a completely plain t-shirt from Old Navy.

We don't strictly speaking know each other, but she knows a bunch of my friends in Portland and is cool so now we internet-know each other. :)

in this weather, i would go for nice slacks/khakis. (i have a great pair of dress khakis from gap that are dressy enough for everything.) a dressy top with a vibrant color (hey it's a wedding, break out the happy colors) and nice shoes/boots will look good.

1. I would ask my best female friend who is going to the wedding (other than the bride) what she is wearing
2. Nice vaguely vintage summer dress *with a blazer over it*
3. I have this stupid ankle-length maroon changeable taffeta skirt that a friend gave me and that I never wear, so I'd wear that with a white or off-white blouse and black ballet flats.
4. That, or one of the two stretch-velvet dresses I bought for $2 each, one black with a scoop neck and one maroon with a ruffle.

Mom advice: a nice pair of pants, a festive top (you define festive) and the dressiest shoes you have appropriate for the weather (assuming you'll be walking or biking.) Or, wear serviceable shoes to the event, and bring a knockout pair to wear at the event. The happy couple will appreciate you making an effort.

Even in this locale, I find people generally dress up for weddings (one of the only things they *do* dress up for *g* -- that and funerals). And despite the weather, it's sort of Spring? so you could wear anything from black/neutral pants with a nice top to a springlike skirt/dress with a nice sweater/jacket over it. Dressy-ish shoes are a yes from what I've seen, though I get away with a lot in that department by wearing pants most of the time. It can be good to wear something towards the dressy end that you can adapt to more casual also (e.g. jacket/sweater you can remove). Having said all that, I often feel over- or under-dressed, so take it with a grain of salt.:) Have fun!
