I've been doing negotiations over email to time-share light sources for the space elevator competition. Not easy. Teams have different needs and different budgets. I would suggest a trusted outside source without strong ties to any one team operate as middle-man if you can find such a person. I would guess the sponsers might have a suggestion. Might not be feesable, but it is a way to have sharing without an exchange of inormation, a sort of human one way gate.
