Better than a space elevator?

The Aerovator is a theoretical structure for launching payloads into Earth orbit and beyond. It consists of a long (1000km) ribbon rotating around a central hub on the Earth's surface. I can't help but think that this thing would have a harmful impact on the weather. After all, if you've got one hub / spaceport facility you might as well have multiple ribbons there, and eventually you're making a big fan. That's certain to do something, though I'm not sure what.

Dear King Abdullah, not only will the Aerovator bring good jobs for your people, and much tax revenue for your treasury, it will also pull cool breezes down from the upper reaches of the atmosphere, causing rain and, Insha'Allah, even snow to bless the desert for a thousand kilometers in every direction.
