[Mod] Inactivity List

The Inactivity List for October is up, but to protect the players, it's f-locked.
It will be open for a week to reclaim characters.

This month has been really slow and more than half of the characters are on the inactivity list.
If this does not improve by next month, I'll have to close the game.
