You're the first person I've heard call Pokémon weak, that's why. Anyway, wild Pokémon aren't very strong, especially in southeastern Johto. You need to train what you have to make them stronger.

[Confusion appears on Athrun's face for a couple of seconds, but it dawns on him pretty quickly that he's talking to a newcomer.]

It's a badge. There are eight Pokémon gyms in the Johto region, and you need to defeat all eight gym leaders in order to have a shot at the Pokémon League. The badges are proof that we defeated them in battle.

Breeders can challenge gym leaders, too. A friend of mine is a breeder, and he beat the gym leader in Violet City before I did.
