Even if there was a colon, there's still no reason to capitalise 'give'. Perhaps it should be 'Cyclists! Give way to pedestrians.'

I find when they don't capitalise the G (such as on Fort St George bridge) it looks like a declarative, and (in my experience in Cambidge) a patently false one.
