well from what I have read of this - it tells me they have no dam clue of how things can work never mind how they do work today ...... ( this from someone who is in the industry)

next they will be nationalising the banks, airlines & railways again ........

It sounds like something interesting if it could work, but I wasn't sure that you could set up a company to handle electricity like Pharmac does medicines. Like I said, if it could work that would be great but I suspect it would take far too much effort & $$$$$ to set it up properly.
