For painted (and those of us who don't have this thing called a Topaz tool) would a paint texture/background be acceptable?

Yes! As I said a brush strokes texture can be enough! It's up to you, you can use whatever you like! #2 and #3 examples don't use the topaz tool, they have a fake background.
