A caique flock call is loud enough to make your head hurt. Especially when it is done a few time in a row (often in the evening).
They are simply happy you're home and want to let you know.
I would NOT call a caique an apartment bird, by any stretch.
Amazing, loveable, wonderful little clowns, but not an apartment bird.

With my current situation, I don't share walls with any residences, but I do have upstairs neighbors. My next move will either be in a few years, with plenty of time to plan for bird-friendly residences, or to my boyfriend's house, which is a house.

I've never met a dorm willing to take a bird. Thanks to my 'tiel, I had to have off campus housing throughout college. Good luck, though!

I really could not have said it better myself. Especially about the old cages. Please OP, if you get a bird, buy it a new cage, he/she deserves it.

I wouldn't move into a place that wouldn't let me keep my bird. A dorm is a BIG maybe, because I love living by myself. If I had to choose between a dorm and a bird, I'd choose the bird, of course.

The woman I'm talking to is asking for $450 for her young caique, but the bird store owner was asking $1400 for his. He seemed like he cared a lot about the birds, but also has to make money, especially since his store was on a main strip of West Hollywood. I've been to 4 different bird stores, and he seemed the best.

I don't intend to leave it alone most of the day. When I leave for an 8 hour shift at work, I usually end up coming home at least 2-3 times for an hour or so at a time, and that's without a feathery friend to keep me company.

Budgies might be good dorm parrots.

Also, a good way to handle rusty cages is to have them sandblasted and painted that way, but that may be out of your price range.

It sounds like the guy at the store was trying to steer you towards the most expensive parrot of the three. A pi, gcc or tiel sound like better fits for you, and what do you know! They're way less expensive.

I agree, a Green Cheek Conure or Black Capped Conure or other smaller birds would likely be best, and those two I know to be 'quieter'.
