We don't know too much about Panem sexual mores, do we? (Do we?) But yeah, Team Propaganda could have totally exploited the YA Love Triangle angle a lot more, to hurt Peeta's feelings if nothing else. It has the benefit of making them both feel like pieces in the game no matter what they do. Katniss could respond to all the TV marriage pressure by running off with Gale and feel that she'd escaped something, but if "running off with Gale" is already part of the script. . .

Oooooh, I love the idea of President Snow, Hopeless Romantic. On one level he just wants this problem to go away, but on another he's swooning; when he tells Katniss convince me, there's a political purpose, of course, but mostly he genuinely just wants to believe that their romance is something good and pure in this world

The people above them can deceive with near impunity, but just let some of the cannon fodder try it and then they're the Worst Thing Ever.

And obviously if someone's head droops ever their relationship is on the rocks. People who are in happy romances smile 100% of the time! And never stand next to anyone who isn't their partner!

They get a photo of Katniss frowning slightly, which is probably her resting expression, and of course the headline is something like "TRUE LOVE TURNS TO TRUE HATE." Never mind Peeta's not even in the picture.
