It's good to note though, as a counter-point, that Obama is cutting the EPA's budget this year.

I was going to say. My first thought was: "How does one 'rebuild a battered institution' by cutting its budget? O_o" Especially after the way that institution was gutted over the past decade.

I work in Air Pollution regulation ... it's insane. Almost EVERY standard is being tightened. We had an EPA higher-up in town last year who told us flat out that for the last 8 years EPA has been forced into silence. They haven't been able to do anything until now. Now, he's going around forming coalitions of sustainability leaders in our region so they can share roadblocks and success stories. They feel like they can actually WORK again.
