Bit of a lighter hearted tale than most, as two of Midnight War's more devious scam artists team up. Setting a story in the early 1980s is convenient too, as you don't have to deal with cell phones or ubiquitous surveillance cameras or computers everywhere.
I suppose Doc Valentine might be confused with an immortal WC Fields and Rook does seem to look quite a bit like a young Maria Ozawa. The Four Sergeants-Major certainly appear to have some connection with the most talked-about rock album of 1967, and many phrases from related songs are scattered throughout the dialogue. Pure coincidence, I assure you.
