It means the same thing as when people say they're smart, mature, sensitive, etc.: if they have to point it out, they probably don't have that quality.

I agree in a sense, it's kind of easy to say there's a light at the end of the tunnel when you get to the end of the tunnel. I know I absolutely hate when people sprout platitudes about "fake it til you make it" and "love yourself", when it's not something you either have to deal with or you kinda did, but these sayings are more of a comforting way of explaining how you got to a point instead of a more realistic answer such as you finally got lucky with the right place, right time, right person. It just sort of attempts to give agency and effort to the luck of the draw.
