The $3 million isn’t going to the victims. It’s a federal fine, the max that the DOJ can charge. If they pay up and adhere to the rest of the agreement, they won’t go to court with it.

It doesn’t count toward any civil liability the victims may seek, and doesn’t protect the individuals involved from further prosecution.
