Most watched on HBO Max. Which hasn't been around that long.

They are saying it got 3 million viewers when it aired (obviously more in later viewings). Compared to Game of Thrones finale which got over 13 million when it aired.

It did very well. But not as well as "most watched" would lead you to think.
