As I understand it, he isn't jealous that she gets to spend time with the kids - he's jealous she is not spending the time with him instead. I could actually see that in him - he is one of those people who needs things to be about him and to be the most important person in any room he enters.

As someone not overwhelmingly invested, it does seem like Wyoming/being away from Los Angeles is much better for Kanye's mental health which I can understand, despite the unfortunate fact that kids are involved (but their incredibly rich so they'll be fine).
