i occasionally work for someone who is like D-list famous. she has an "official" account and then at least one secret personal account where she actually looks at people's shit. 100% if a celeb likes something on instagram, they want people to see the like. i don't know if this random gaga ex can be considered a celeb tho. he probably uses his own instagram for everything.
