I keep checking the streets to see if what she's been saying is true. There's no indication that a Tyrant has been through here but she swears... If Nemesis is here he's doing a damn good job of hiding.What is going here? First that scream, and then mass hallucinations and various other effects. How the hell do we stop it

It is a ghost. There is a plan underway to stop it. More information can be obtained at the lobby of the Discedo Historical Museum on Ingles Trail. [And he's not going to ask what "Nemesis" or "Tyrant" are]

It's not really that surprising. Angry spirits always cause trouble. This is just one of the worst I've seen due the effects being so widespread and branching.

There was an experimental virus that was being cultivated for bio-terrorism called the tyrant, or t-virus, created by the Umbrella Cooperation. When infected, if a carrier isn't treated properly they die, and rise back up attack anything living. If you get bit, your chances of survival are slim.
