It's difficult to say. Hiding a clue benefits the two who are cleared by it by preventing them from being distinguished from the rest of the flock, but it also runs the risk of misinterpretation on the part of the reciever due to lack of knowledge, which perhaps another member of the flock might be able to give to them.

If someone is lying, there is little that can be done until they decide to come out with it.

As I mentioned, there are disadvantages - misinterpretation, largely, or falling into suspicion as a wolf due to not being known to be cleared - but there are advantages to it as well. If the wolves do not know who you are, you can stalk them in the concealment in the rest of the flock.
