Note on Ciel: He may be young, but he has had tutors all his life. Also, he is the head of a very successful business. If college wage isn't acceptable then, at least, put him at somewhat decent?

Sorry, Ciel needs to have worked 3 missions at the somewhat decent level to upgrade to college degree, but since he's worked a mission, he qualifies for somewhat decent.
