The wind is really picking up today.

There should be heavy winter jackets in stores right now due to the weather. Hats, gloves, a scarf and boots might be helpful as well.

I suppose, if that is what your world was like. There are cities scattered around the region, and you'll be able to purchase any necessary provisions at the stores in each one.
