It could just be your power supply... failing power supplies like to kick out insufficient amounts of power, and in my experience, when you don't have enough power, USB devices are the first thing the computer decides to skimp on.
If it is the motherboard, you can almost definitely get away with not replacing the processor too. You'd just need to make sure you buy one that has the right socket type for your processor. Nowadays, replacing your motherboard doesn't even require you to reinstall Windows.
