First, remember there is nothing off topic here. This is a place to ask questions like that.
What worked before to stop them?
Have they been reported to Facebook? How much information does your friend have on the guilty parties?
She might want to check out this site:

If they are, indeed, taking her copyright material and putting their name on it, she had legal recourse.
Her best recourse to make noise, a lot of it. Band together and make their lives miserable.
