erm, from the rules:

submissions to metamorfic_moon events are required to feature Remus and Tonks physically present in the story as the major protagonists, contributing to the main action and/or dialogue.

so, if the fic is told from the POV of another character who is, shall we say, close to the couple in question, is it okay if R/T are offscreen for a bit? (If you need more info to judge, I can pm you a brief outline of what I had in mind)

Yes, as long as the story is about Remus and Tonks and they appear onscreen for most of the story.

As long as the story is about them (or focuses on them from another character's POV), and as long as they make a significant appearance in it, that sounds fine. We're not too fussed about percentages provided it's clearly an R/T story! :)
