Who: Wesker, chaos, The Memento Eden Citizen's Miltia, and any other concerned citizens or "villains" who want to pop up.
What: Tier 3 ends with a bang, or possibly several bangs, as the Memento Eden Citizen's Miltia stumbles upon chaos being nefarious and proceeds to take his ass downtown. 
When: Night
Where: Streets of Memento Eden
Warnings: Gratuitous comic violence.

The best thing about leading a citizen's militia, Wesker had decided, was not the respect (he didn't get any). It was not the joy of knowing you'd done right by your adopted civic duty (he had plenty). It was not even the self-righteous rush of pride he got from tossing a bunch of cruel murderers (or 4 kids spray-painting a fence, but who was counting) into the cells.

The best part about leading a citizen's militia was getting to carry a gun. That part was nice. The feeling of sleek metal in your hand, of knowing that you had the power to put down evil coiled in the palm of your hand. Sure, Wesker himself was capable of using said hand to karate-chop through a brick wall, but there was just something classic about a man with a gun. Vigilante justice wasn't quite lawful enough for Wesker, so vigilante justice was exactly what it wasn't.

It was... civic responsibility. Yes. That was it in its entirety.

The undead policeman twirled his handgun cheerfully as he made his rounds, fingering the whistle around his neck. A single blast from this baby and the criminal in question would be faced with the entire Memento Eden Citizen's Militia jammed up his ass. The thought of all this teamwork made Wesker's heart swell with pride.

You'd best be on your guard, evildoers. Justice walks the streets, and her... well, his name is Albert Wesker.

The revenant's eyes gleamed bright yellow in the dark streets. But heroically! And not nefarious in any way.
