I think eyebrows are easily traumatized. I plucked mine something awful for several years to get that thin-eyebrow look that was the rage back then, and they STILL haven't grown back. I imagine chemo could do the same thing.

Aha! I did the very same thing in High School. Although I did it because they were bushy & uneven, and no-one taught me how to do it, so they eventually were just gone. And they've never come back. And I'm WAY older than you!
