The old Hancock tower has this odd looking antenna thing on it that lights up. It kinda looks like a flying saucer making a surface to ground laser strike. My grandmother used to always tell me what it meant when I was a little kid, but like you, I had trouble because the rhyme scheme is a little forced. Kind of like the rhyme about the # of days in each month, which I have never been able to keep straight.

Apparently, it's:

Steady blue, clear view
Flashing blue, clouds due
Steady red, rain ahead
Flashing red, snow instead.
