I can see how Tony would be puzzled about Loki's actions seeing that he had never really seen them interact like brothers before.

I think that when even Thor himself fails to understand his brother's recent behavior towards him, there is no way on Earth that Tony could possibly figure it out. Loki's feelings about Thor are so tangled and so conflicted that I doubt even he understands them half the time... I'm glad you could see Tony's puzzlement so clearly in this drabble.
