This doesn't answer your question about paramedics, but what do you mean by a "mid-sized city" in Northern British Columbia? Cities outside the south-western part of the province are fairly small -- the largest is Prince George, with a population slightly over 70,000, but most are much smaller.
There aren't that many cities in BC in the first place: you could only count between 7 and 10 cities in all of the northern part of the province, getting to 10 only if you relax what counts as 'northern'. So even if you don't have a particular city in mind, you might end up inadvertantly being limited to one, if you assume a particular level of urbanization.
I apologize if you know all this, and I hope others are able to answer your actual questions.
Ah, okay! Being from Vancouver, I didn't want to claim that Prince George was too small to be a mid-sized city, since I've never even been there, but it's nice to know that my impression that it's fairly small is shared by people who live closer by.
The place is fictional. I know Northern BC doesn't have much in the way of population, don't worry. I was thinking mid-sized city by Nothern BC standards. Something rather like a mix between Prince George and Prince Rupert. Thanks for the concern, though.
