Don't think it's a military term but the word that came immediately to mind was spiv. That's a British word particularly associated with WWII. Probably not what you're looking for though ^^

Thanks for the swift reply and the new word. Not exactly it --- there's just a clear mental picture, gah, of somebody always being the go-to guy for stuff nobody ought to have, charging outrageous prices, or asking favors down the line. :/
