I generally agree with the comment you posted -- but I note that this conflict was pre-Taliban.
The entire Middle Easy was sending its hot-headed radicals to Afghanistan, and supplying funding. The US, initiated by Jimmy Carter but kept up by his successors, supplied training and certain equipment. And many US and other mercenaries got involved, too, on the side of the insurgents.
Today's situation is not so hopeless, or so parallel, as the articel suggests.
But it will not be easy, either.
