I am almost positive that when you freeze you are freezing that thread so no more people can post a comment in it.

From what I understand, schmoo999 is correct -- two people are arguing on your journal and they just won't shut up. You keep telling them to shut up, but they won't. But you don't want to delete their comments for whatever reason, so you freeze the thread so nobody can comment anymore! Ah, magic :)

Yup, what the other three said - it's for stopping people from replying to comments in a certain thread. Mods tend to use them in wanks a lot.

Freeze means the thread can no longer continue. It's pretty handy if you've got people "fighting" on Lj.
