Actually, I said "substance" and "on the Earth's surface." Saltwater is a "substance" (specifically a mixture of the compound "water" and various dissolved mineral salts), and it is the most common substance on the surface.
The laws of thermodynamics pretty much guarentee that this guy's idea is crap. What bugs me is that the newspapers today report such dreck. You think they'd talk to a scientist who could tell them the facts of life. But then so many reporters with their lit and poly-sci degrees think they know more than everyone else.

As an energy source yes, but note that radio waves can be directionally beamed. This might be usable as a form of beamed power.
The question is how much power is lost in the (two-step) conversion process. I think it would be more efficient to simply beam the power to a receiver dish, but I could be wrong.
