It might have had something to do with the fact that most of the people you were staring in the eye were retail workers. I know that while working retail I have actually been told during training to not make too much eye contact with people because it seems to encourage them to get chatty and we need to keep business moving along. I don't know if people are still being trained that way or if they may be doing that unconsciously for the same reason.
As a store owner, I go out of my way to say hello and make eye contact with people who come into the shop because it makes them feel welcomed and it actually discourages shoplifting. Personally though, I hate looking in people's eyeballs.

I agree completely. It would be interesting to try in other social situations, like at work or party, when the power dynamic is different. I'm horrible with eye contact, as a result of my bad eyesight and being raised by wolves.
