This rather buys into Roberts's fallacy that SF fandom = Hugo voters. It's possible to love SF fandom while feeling that the Hugo voters are a bunch of imbeciles.
Historically the Hugo voters have been rather more literate than the readership as a whole. I will smugly note that the shortlist rocks, relatively speaking, whenever the Worldcon is in Britain, though.

Leaving aside the question of what 'the readership as a whole' means, I have to say that five years of reading the short fiction Hugo nominees leaves me rather doubtful about this statement.
The last UK Worldcon did, however, have a good best novel shortlist.
