from
1 - Open your base image, nice high-quality images are always good.
2 - Resize and sharpen, usually twice for me, even if I have to fade sharpen.
3 - New fill layer, #a9f5f4, set at 100% Color Burn.
4 - New fill layer, #c49090, set at 100% Soft Light.
5 - Duplicate previous layer.
6 - New fill layer, #050214, st at 100% Exclusion.
7 - New fill layer, #a9f5f4, set at 100% Color Burn.
8 - New fill layer, #c02e3d, set at 30% Overlay.
With your settings like mine:
Choose your shape tool.
This is where the pen tool comes in handy.
Hold down Alt+Shift and start your circle in the center of where you want to put the dotted lines.
9 - Make your circle outline.
10 - Go to your brush settings, and make the brush a circle; 100X% hardness, whatever size you want; set spacing about 190-100%
11 - Right click your work path, and click "Stroke Path".
12 - Choose Brush, click ok.
