Oooh, I hadn't thought of Rose! But I don't think it'll be her, especially if she shows up in the next part, but I wouldn't put it past RTD!

I think she's probably a Time Lord, or someone else powerful. I hope she'll be Romana or a Guardian or something else from Old Who, but I don't know how likely that is.
