technically bases are not icons. they are one of many things used to MAKE a decent icon. its to be considered along the lines of something lik text brushes or textures, which are "non-icon graphic" things. but i guess its just semantics...

No, but they serve the same intent basically. And people can take the base to either modify it or to use it as an icon since the base can be an icon. And since they're both 100x100 square graphics they can be posted in ga_icons and thus not approved in this community.
