The other possibility is that they're from the Moon. Fits everything just as well, plus the novel implies the Hive Engines fell from space. Moon, Mars, or suborbital ballistics.
Do the Geisterdamen have spacecraft? The impression I have -- and it's only an impression, because I haven't read the novel -- is that although Lucrezia may have acquired portal technology at some point, the Geisterdamen were at Novaya Zemlya long before that happened.
(And if Lucrezia does have portal technology, then she wouldn't need someone on the moon or Mars if she wanted to cause stuff fall from a great height.)
It's got potential. Even if the world wasn't hollow *originally*, centuries of Sparks playing with the planet? Someone could easily have cored it. Possibly the tunnel network is a partial foreshadowing, to prepare us for the idea that there is a *lot* underground.
