. . . for Harry/Draco, all I can think of at the moment is The Silver Snitch, which is at least not overly restrictive. Dunno whether it meets your standards for 'good' though.

Wow, just checked out the rules at The Hex Files and... wow. Way to limit all of the H/D stories to boring cliched repetition! This one made me especially o_0:

"If Harry or Draco becomes female due to a spell or potion, any romantic/sexual content between them must take place once they are both male, and both must be male by story end."

One of my favorite aspects of genderswap fic is the awkward experimentation phase. Are their readers (or, more importantly, editors) so squicked out by the idea of girlparts that they won't let the boys play with them? Just once? Pretty please? ;)

Yeah, that eliminates two of mine right off the bat. (Backsplash and Rebound)I think they may be trying to eliminate het romance though, because then there's this one:

"A pairing, for the purposes of The Hex Files, means there is a mutual, positive emotional attachment between the main characters...."

That takes out another four of mine: Whispers, Rumors, Girl Stuff and the Boys, and Power. By that point, I have only one story that I can post there that I can't post on Fiction Alley.

I'm afraid to read anything in their archive because I suspect I will get bored.

Genderswap is hard to classify as het or slash - I tend to base it off the original genders.

And I need to re-read all of your stories. :D

A lot of stuff on that archive doesn't strictly comply with all of this -- but what that says to me is that enforcement is more arbitrary than I'd be comfortable with.

And yeah -- in a genderswap scene, each person should maintain his or her usual gender identification, so if the girl-bodied boys aren't still thinking like boys, the writer better have a gender-identity plot going!

And Blood Magic will be the last one I do, because I reposted it to Potions & Snitches, recently, and that took weeks of doing not much else in my free time, which is fine in mid-winter, but not so good in spring.)
