My goodness. I've already read several Norrington-meets-Will fics (am even working on on myself *blushes*) and this is by far the best I've read. I really like this story, and the world you've created. I have a polite request for you. I wrote my own fanfic focusing on Will and his new captaincy, and my first sentence is, "The soul who was being hauled in over the side of the ship was crying out in terror." I'm obliquely referring to the use of salvage hooks and lines, an idea that I got from your story.
