How about sudden action threads? You post an entry, and a character starts an [action] thread, apparently knowing where your character is somehow, or just randomly bumping into them. In some cases it might be realistic (if they're roommates, for instance), but should they ask first?: There's no need to ask.

What species is your character?: Human.
Is there anything strange in your character's blood, DNA, etc that other characters might be able to sense?: No.
What does your character's soul look like?: Maybe black or red . . . with all the different combination a smile can ever have - covered in childish antics.
Is it possible to read anything from your character's soul?: Perhaps.
Does your character have an ability that others might be able to sense?: He doesn't have any special abilities ( I doubt parkour counts ), so I don't think so.
Is your character surrounded by something else that might somehow 'stick'?: I don't think so.
Can your characters thoughts be read? Only surface thoughts? Are characters free to dig into tragic pasts and hidden secrets? Or will they only know what they are thinking at the exact moment their thoughts are being read?: He doesn't suffer from a tragic past - I assume that his life has been perfectly normal despite how he came out to be the way he is now. Izaya has a pretty active mind, so I can assume that it's built in layers of some sort, especially since he does hide things about himself often. I'm not opposed to anyone going deeper to the point where they know him inside and out, but I'd like to have the person discuss it with me first.
Is it possible to communicate with your character through telepathy?: Sure.
Is it possible to see what your character is doing through psychic powers?: Discuss it with me first.
Is it possible to sense your character's location somehow?: I don't see why not.
Is it possible to sense your character's emotions? Intentions?: I believe that goes both ways. He is rather open about why he does a certain thing, but has this tendency to keep things to himself the majority of the time.
Does your character have any mental walls or defenses up?: Yes.
Can your character be mind-controlled?: I assume it's going to be quite a challenge to do that to him. Discuss it with me first, though.

Is he/she a capable fighter?: He may as well be capable with all those life-and-death situations he's been through.
Can I punch/cut/shoot/hit with a car/stab/HURT HIM IN GENERAL?: Izaya has amazing reflexes, so I think this would be possible if he were caught off-guard or something. I'd prefer to talk about it first before doing anything, though.
Can I kill him/her?: I'd rather not have him die at all.
In terms of winning and losing, where would you rather they stand?: Doesn't matter to me. If he loses, he's going to go after the character until he wins, anyway.
Would you rather fade to black and just assume what happened?: Depends on whether you would like to handwave or not. In regards to any sexual intercourse he may get involved in, I'm going to have to say that I would like to handwave those scenes in particular. I'm not very good at writing them, especially since I never take them seriously. I'm up for discussing the basic details of what has occurred between him and the character if it's a must.

So, can I fall in love with him/her?: Sure. It won't end well, however.
Can I hit it?: lmao . . . well. He's in amatomnes, after all.
Can I kiss him/her?: If you really want to.
What's his/her orientation anyway?: At the beginning of March, I wrote that as long as you're human, he won't mind, but I assume that he's pretty incapable of human affection and doesn't have any interest whatsoever in pursuing any romantic relationships with them. So, asexual (aromantic) or just plain uninterested.
Are you willing to play out any relationships?: Depends on the CR. It won't end well as I have stated above. I don't think he believes that there is anyone special enough to make him want to love them more than he actually loves humanity. Considering his goal in life, I don't see it happening. And, well, if they were to exceed his expectations, he'll be happy, but would he want to pursue a relationship with them? Probably not.
And with castmates?: What I have stated above applies to this, too.
