Memories of the holocaust and the ramping up of the "Red Scare" may have been on the minds of the editors.

Absolutely. So many of the Golden Age creators were Jewish (sometimes it seems like nearly all of them) and the Holocaust was still heavy on their minds in 1950. EC under Bill Gaines did a few fine stories about anti-Semitism and anti-black prejudice (the famous "Judgement Day" is a classic.)

These PSAs and the Twinkies ads seemed from another universe - not that the regular universe was real. I just pictured the Twinkieverse as kinder and gentler with no super villains, just sort of regularly mean people and bigots. Then they learned their lesson.

Living in the Twinkiverse wouldn't be so bad, I think. Everything go resolved without mass destruction and you had Twinkies.
