Haven't we waited long enough?

I'm not saying "let's all take crazy risks", but we shouldn't continue to stand by and let these criminals get away with taking innocent lives.

But there also seems to be a split in opinion amongst our forces whether or not to apprehend or to eliminate. We need to decide our plan of action.
